LABSS are pleased to announce that our 2022 conference will be held on Friday 16th September at the V&A, Dundee.

After the success of the 2019 LABSS AGM & Conference held at Peebles Hydro it was the intention of LABSS to host the next AGM & Conference in May 2020. After what has undoubtedly been a challenging 2 years for everyone we are now finally in a position to host such an event and look forward to welcoming you all back to meet in person.

Having already held the 2022 AGM in May, the conference will be centred around dissemination from our guest speakers, to be announced shortly, and the presentation of the LABSS and Building Standards Division awards. The V&A Dundee is a spectacular building designed by world renowned award winning Architect Kengo Kuma & Associates and is easily accessible by public transport for most of Scotland.

Attendance is open to all LABSS members.

We look forward to hosting members for what will undoubtedly be an insightful and memorable event.

Dr Gavin Dunn

Dr Gavin Dunn BSc (Hons) MSc PhD FCABE , Chief Executive of Chartered Association of Building Engineers

Originally trained as an architect, Gavin initially practised in North America with a large construction engineering firm before returning to the UK to specialise in the energy and environmental performance of buildings in 1998. Gavin advanced this specialism through positions at the Welsh School of Architecture, and Elmhurst Energy, where he helped develop some of Europe’s leading building energy certification and labelling systems. In 2013 Gavin was appointed Director of Building Performance at the Building Research Establishment (BRE) where he was responsible for a portfolio of BRE's globally leading services including BREEAM and CEEQUAL the world’s foremost environmental assessment methods for the built environment. In 2018, Gavin was appointed as Chief Executive of CABE where he works to help enable a more professional construction sector that works to create better, safer and more sustainable buildings that enhance people’s lives. Gavin has been a member of the Building Regulations Advisory Committee (BRAC) of the UK Government since 2015 where he currently serves as Chairman of the Future Homes Standard Working Group.

Neil Gibbins, QFSM FIFireE

From front line firefighter to President of The Institution of Fire Engineers, profiling fire prevention first at every opportunity.  Neil’s career commenced as an operational firefighter in the late 1970’s, initially serving as a firefighter in Derbyshire he progressed through the ranks to become Deputy Chief Fire Officer of Devon and Somerset Fire and Rescue Service, following the successful merger of the two services.  Neil was lead officer for fire protection within the UK Chief Fire Officers Association (now NFCC) from 2007 to 2013, chairing the group that managed the implementation of the Regulatory Reform (Fire Safety) Order. Since moving on from the fire and rescue service Neil has been President and CEO of the Institution of Fire Engineers.

He was chair of a national working group set up to improve product safety recalls, appointed by the then BEIS  Minister Margot James. The working group’s report lead directly to the creation of the Office for Product Safety and Standards (OPSS). He supported the post Grenfell industry led work, as a member of the Competency Steering Group and secretary of the fire engineers group as well as assisting Structural-Safety with the expansion of CROSS to incorporate fire safety.

Neil has been awarded the Queen’s Fire Service Medal and is a Fellow of the Institution of Fire Engineers.

We are also looking forward to hearing from the newly appointed Building Standards Hub Pilot Directors , Alan McAulay & James Whiteford, to give us an update on some of the work that the Building Standards Hub Pilot have done to date. Alan and James are well known to LABSS members and currently both sit on the LABSS Executive Board. Alan and James were appointed as Pilot Hub Directors in May 2022. The role of the directors is to shape and guide the work of the Hub to best support local authority verifiers and inform how local authority building standards joint regional working could be strengthened.
